Retiring RSH Chief Reflects on Sector's Strength and Progress

Outgoing RSH Chief Executive Fiona MacGregor shares her insights on the housing regulator's journey and the resilience of the sector during her farewell speech at the CIH Northern Housing Festival.
As Fiona MacGregor, the outgoing Chief Executive of the Regulator of Social Housing (RSH), prepared to step down in April, she took the opportunity to reflect on her tenure and the remarkable progress the sector has made during her time at the helm. Delivering a powerful speech at the CIH Northern Housing Festival on March 18, 2026, MacGregor offered a candid assessment of the regulator's journey and the remarkable strength and stability of the housing sector as a whole.
Reflecting on her 8-year tenure, MacGregor highlighted the transformative changes the RSH has undergone, evolving from a compliance-focused body to a more proactive, engaged, and collaborative regulator. "When I first joined the RSH, our primary focus was on ensuring providers met basic standards," she explained. "But over the years, we've shifted our approach to be much more about supporting providers, encouraging innovation, and championing best practices.
One of the key areas of progress, according to MacGregor, has been the RSH's strengthened relationship with the sector. "We've made a concerted effort to engage more closely with providers, listen to their needs and concerns, and work together to address the challenges they face," she said. "This has fostered a much more collaborative dynamic, where we're all pulling in the same direction for the benefit of residents and communities."
MacGregor also highlighted the resilience and adaptability of the housing sector, which has proven instrumental in weathering the various storms of the past decade. "Whether it's been economic downturns, policy changes, or the ongoing impact of the pandemic, our providers have consistently demonstrated their ability to innovate, pivot, and maintain high levels of service delivery," she said. "This speaks volumes about the caliber of leadership and the unwavering commitment to their social mission."
Looking to the future, MacGregor expressed confidence in the sector's ability to continue rising to the challenge. "As I hand over the reins to the next generation of leaders, I do so with a deep sense of optimism," she said. "The ingenuity, resilience, and sheer determination I've witnessed in this sector gives me every confidence that you will continue to deliver for your residents and communities, no matter what obstacles may arise."
MacGregor's parting words were a testament to the transformative power of collaboration, innovation, and a steadfast commitment to social good. Her legacy as a visionary leader who helped guide the RSH and the housing sector through a period of unprecedented change will undoubtedly continue to inspire those who follow in her footsteps.
