Burgum's trip to the El Palito refinery of Venezuela's state-owned oil company PDVSA in Puerto Cabello is the highest-level US visit to the country in years.
The visit comes as the Biden administration seeks to reengage with Venezuela, a major oil producer, in an effort to address global energy supply issues exacerbated by Russia's invasion of Ukraine. The US has maintained strict sanctions on Venezuela since 2019, when it recognized opposition leader Juan Guaidó as the country's legitimate president.
