Rwandan Troops in Mozambique: Negotiating EU Funding for Counterterrorism

Rwanda's uncertain troop deployment to combat terrorism in Mozambique's Cabo Delgado province is tied to demands for compensation, putting Europe in a strategic bind.
The future deployment of Rwandan troops in the fight against terrorism in Mozambique's northern Cabo Delgado province remains uncertain, as Kigali has made its participation contingent on securing financial compensation from the European Union (EU). This strategic move by the Rwandan government has put Europe in a difficult position, as it grapples with the need to address the escalating security crisis in Mozambique while also navigating the complexities of international geopolitics.
The Cabo Delgado province has been plagued by a violent insurgency led by the Islamist group Ahlu Sunnah Wa-Jama (ASWJ), also known as Al-Shabaab, since 2017. This conflict has claimed thousands of lives and displaced over 800,000 people, creating a humanitarian crisis that has drawn the attention of the international community.
