Securing the World: The Enduring Importance of Resolution 1540

A UK minister's statement highlights the ongoing relevance of Resolution 1540 in safeguarding international security over two decades after its negotiation.
Resolution 1540, negotiated over 20 years ago, remains as crucial to international security today as it was when it was first established, according to a statement by the UK Minister Counsellor, Jennifer MacNaughtan, at the UN Security Council meeting on the 1540 Committee.
The resolution, which was unanimously adopted by the UN Security Council in 2004, aims to prevent the proliferation of nuclear, chemical, and biological weapons, as well as their means of delivery, to non-state actors. It imposes binding obligations on all UN member states to develop and enforce appropriate legal and regulatory measures to this end.
In her statement, MacNaughtan emphasized the enduring relevance of Resolution 1540, noting that it has been a crucial tool in addressing the evolving security landscape and the changing nature of threats. She highlighted the resolution's role in guiding states in their efforts to strengthen national export controls, improve border security, and enhance law enforcement capabilities to combat the illicit trafficking of sensitive materials and technologies.
